CHAPTER CHAIRMAN - CAPT (Ret'd) GARTH A. GRAY, CPP, PCI, PSP 

Captain Garth Gray, CPP, PCI, PSP has been in the security industry for almost thirty years; serving in both the public and private sector.   His security expertise comes from both specialised courses as well as extensive  experience in operational and strategic leadership roles at the Guardsman Group, where he is currently the Director of Operations. 

He has been a member of ASIS International since 2017, and since then, he has served as Chapter Vice Chair and is currently an Assistant Regional Vice President for ASIS Region 7B (Caribbean). In 2019, he joined the ranks of the ‘Triple Crown’ certificants having completed the CPP, PCI and the PSP in just two years.   

In 2020, Capt. Gray was awarded a Professional Certification Board (PCB) regional award for his work promoting ASIS certification designations for security professionals in Jamaica.  He is passionate about the personal and professional development of his colleagues both at Guardsman as well as within his ASIS chapter and region.  

He is married to Lititia and has an 11 year old son, Alexander.

 

CHAPTER VICE CHAIRMAN AND NEWSLETTER EDITOR - CARLOS A. ST. C. PIPHER, B Sc. (Hons), CPP, PCI, PSP  

Carlos is presently employed as a Security Screening Officer at Ports Management and Security Limited, a subsidiary of the Port Authority of Jamaica. He was previously employed as an Electronic Security Surveillance Coordinator.

He is a veteran of the Jamaica Defence Force where he served as an Air Traffic Controller, Signals Instructor and a Permanent Staff Instructor to the Third Battalion (National Reserve) Jamaica Regiment. He has trained with US Special Forces in the Caribbean, with Royal Signal Corps in Central America and at the School of Infantry (Signals) Warminster and Wales U.K. He managed the civilian staff at the telephone exchange and HQ JDF Radio Room, he was also the JDF liaison to FLOW. Carlos was awarded the Medal of Honour for Long Service and Good Conduct and the HRH Queen Elizabeth 2 Diamond Jubilee Medal.

Carlos has enriched the industrial security industry with knowledge gained through studies at the Caribbean Maritime University where he earned a BSc (Hons) in Security Administration and Management and from being a Port Facility Security Officer (PFSO). His areas of emphasis are risk assessment and security survey. He joined ASIS International in 2017 and passed the PSP exam in November that year, the CPP exam in 2018 and the PCI in December 2020.

Carlos is currently the Chapter Secretary and Editor of the Chapter’s Newsletter, The Informer.  He is also a regular contributor to the Jamaica Gleaner newspaper and has the enviable distinction of being the only member from the Caribbean and Latin America to have served on an ASIS International select panel to review the CPP exam body of knowledge.

His hobbies are writing, reading, travelling, internet surfing, adventure,

local and international affairs, road racing, reggae music and word games.

CHAPTER TREASURER AND PROGRAMME CHAIRPERSON – CAPT. (Ret'd) BASIL ANTHONY BEWRY, CPP, PCI, PSP

Basil is a graduate of the Royal Military Academy, Sandhurst, United Kingdom. He served in the Jamaica Defence Force (JDF) as an Army Officer in the Infantry, Military Police and Military Intelligence Unit and during his eleven (11) years of service was awarded the Medal of Honour, General Service for his work with US Army Intelligence during the Caribbean Peacekeeping Operations in Grenada in 1983-84. Following his retirement from the JDF in 1988, he joined Atlas Protection (Ocho Rios) Limited as its Regional Manager and served as Managing Director from 1991 to 2014.

In 1999 Capt. Bewry received a Diploma in Forensic Psychophysiology from the world renown Backster School of Lie Detection in San Diego, California and successfully completed the John E. Reid & Associates’ Course in Advanced Interviewing and Interrogation Techniques in 2001. As a result of the growing demand for his investigative skills and success in combatting white-collar crime, he established Forensic Polygraph Services in 2002. He has to-date administered over 9,000 polygraph tests.

Capt. Bewry has been a member of ASIS International since 2005 and is the 2020 winner of the E. J. Criscuoli Jr., CPP Volunteer Leadership Award. He is also a triple certificant having earned the Certified Protection Professional (CPP), Professional Certified Investigator (PCI) and Physical Security Professional (PSP) designations. He is the Chairman of the Wolmer’s Preparatory School, an Associate Member of the American Polygraph Association, a Founding Member of the Jamaica Polygraph Association and a Member of the Human Resource Management Association of Jamaica. He is married with 4 children and lists his hobbies as reading, playing dominoes, sudoku and meeting interesting people.

CHAPTER SECRETARY - JASON ROBINSON, PSP

Jason Robinson is a former law enforcement officer with 17 rewarding years’ experience in law enforcement. "Do what you can with all you have, wherever you are” is a famous quote by Theodore Roosevelt. It was the mantra that Jason adopted when he served in the Jamaica Constabulary Force (JCF) and the Bermuda Police Service (BPS) in areas of criminal investigation, serious and organised crime investigation, and intelligence. Being a professional, committed, and dedicated officer, he was the recipient of several commendations and awards throughout his service.

Jason has earned himself an M.Sc. in Security Administration and Management from the Caribbean Maritime University in Jamaica, and a BA. in Applied Investigation from the University of Sunderland in the United Kingdom. With his experience and background in investigating organised crime and knowing the significant threat that it poses to enterprises, Jason has found a new home in corporate security.

Safe communities build safe societies and Jason gives back to his community by promoting this concept. He volunteers his time by giving neighbourhood watch talks on crime prevention and motivational speeches to young adults. He enjoys photography, reading and nature walks.

 

 

YOUNG PROFESSIONALS LIAISON - JAVAN SIMPSON, PCI 

Since entering the working world, Javan Simpson has been in the field of security management. Straight out of high school at the age of 18, he joined the Jamaica Defence Force as a Commissioned Officer and went on to serve in operational, administrative and training capacities across several units of the Force.

He transitioned back to civilian life and assumed the role of Special Projects Manager at Marksman Ltd (subsidiary of the Guardsman Group) with responsibility for aviation security services to several clients at the Sangster International Airport. While at Marksman, Javan also spearheaded training for the company's armed security guards and armed response teams that operated in the Montego Bay area.

He is trained and certified in the areas of Aviation Security, Port Security, Range Management, Special Operations, Public Funds Accounting, Quality Management Auditing and is a registered Security Trainer with the Private Security Regulation Authority.

Javan is currently the Corporate Security Manager at the Urban Development Corporation (UDC) where he oversees proprietary security operations and also advises on security requirements for development projects. In the short term, he has his sights set on the PCI certification.

 

 

WOMEN IN SECURITY LIAISON - TRACEY-ANNE CHUNG 

Tracey is a Security Specialist and Operations executive with over fifteen years Corporate experience in Business Development, Operations, Compliance and Security Management having worked at the largest security conglomerate in Jamaica, Guardsman Group Ltd.

A trained expert in aviation security and former Guardsman Group Aviation Security Manager responsible for Airport, Airline and Cargo Security at the Sangster International Airport; Tracey is also a certified National Aviation Security Instructor delivering numerous training sessions in aviation security, cargo security, crisis management and anti-terrorism protocols. 

In 2019 Tracey established TC Security Management, an integrated consulting agency providing solutions in Aviation Security, Security & Operations Management and Training.

A member of ASIS since November 2016, Tracey’s hobbies include reading, travelling and dabbling in photography.

 

LAW ENFORCEMENT LIAISON - CHRISTOPHER BROWN

Dynamic and strategic Law Enforcement Officer and Professional Certified Investigator with over 25 years of successive experience in managing investigations, security, public service, law enforcement training and police force activities.   Highly capable of directing and leading police personnel to meet law enforcement objectives coupled with exceptional comprehension of gathering evidence and complying with legal requirements.

PLACEMENT CHAIRPERSON - VIVION WHITELOCK, JP, PSP

After graduating from the Mannings High School in 2002, Vivion joined the National Youth Service. Upon completing his training, he was placed at the Rural Agriculture Development Authority office in St. Thomas as an assistant field agent before being reassigned to the Jamaica Agricultural Society in Morant Bay. He was a part of the team that successfully planned and executed the Morant Bay Agricultural Show in 2008.

Later that same year, he was employed by Atlas Protection Limited as a Secretary. His hard work and diligence resulted in him being promoted in quick succession.

In 2011, he was promoted to Operation Supervisor (Scheduling).

In 2013, Vivion was promoted to Client Satisfaction Manager.

After receiving training as a Private Investigator later that same year by HYTECH, investigations became a part of his core duties.

In 2015, he was Promoted to Client Relations Manager/Assistant Operations Manager.

In 2016, was trained in The Reid Technique of Investigative Interviewing & Positive Persuasion and Hiring the Best Applicant - Interviewing Techniques and Strategies.

He also successfully sat the PSP examination later that year.

Vivion also holds a level two Certificate in Industrial Security from the HEART Trust NTA. 

In 2019, Vivion was promoted to Senior Operations Manager (East Region) for Guarding Services.

That same year he was given his instrument of office to serve as a Justice of the Peace in Kingston.

He has also certified himself in the area of Transformational Leadership, Criminology, Criminology-Offender Profiling and Forensic Psychology.

He is a Relationship Coach and Motivational Speaker.

CERTIFICATION CHAIRPERSON - MICHAEL JACKSON, CPP, PCI, PSP 

Michael joined Hawkeye Electronic Security Limited as a security officer and during his twenty two (22) years of service his attitude to work has elevated him into a managerial position.

He joined ASIS International on September 27, 2013 and since then has become a triple certificant being the recipient of its internationally recognized Certified Protection Professional (CPP), Professional Certified Investigator (PCI) and Physical Security Professional (PSP) designations. He is the current Program Chairman of the Jamaica Chapter having previously held the position of Membership Chairman in 2015 – 2016.

He is a Member of the Jamaica Rifle Association. His hobbies are traveling, playing dominoes, Competitive pistol shooting and reading.

CHAPTER WEBMASTER - CAPT. (ret'd) JOHN B. RICHARDS, B.Sc (Hons), Dip MS, MBA (Hons), CPP, PCI, PSP

John attended Munro College before studying at the University of the West Indies (UWI) where he got his degree in Natural Sciences in 1980. He returned to Munro to teach biology and agricultural science for one year and joined the Jamaica Defense Force (JDF) from 1981-1990, attaining the rank of Captain.

During this time he returned to UWI to do a two year post graduate diploma which he completed in 1988.

On retiring from the JDF he worked with GraceKennedy Ltd at the Kingston Container Terminal at Port Bustamante for ten years, firstly as Security and Safety Manager for five years and then as Quality and Training Manager. During this time he attended Barry University where he received his MBA in 1995.

He joined the Jamaica Broilers Group in May 2000 where he continues to serve as the Group Security Executive.

He has served as Vice Chairman and Chairman for the ASIS Jamaica chapter on a number of occasions.

John is Jamaica's first triple certificant, having attained all three ASIS certifications - the Certified Protection Professional (CPP), the Physical Security Professional (PSP) and the Professional Certified Investigator (PCI).

He has attended a number of professional development courses and has made security and safety presentations both locally and overseas. He is a Certified Trainer with the Private Security and Regulatory Authority.

His hobbies include cycling and photography.

John is married with four children.

 

ASIS FOUNDATION LIAISON - OSWALD SMILEY, JP

Major Oswald Smiley is currently a Regional Operations Manager with the Jamaica Public Service and is also a Registered Certified Security Instructor with over 25 years in the utility and security industries. He currently serves the Jamaica Combined Cadet Force as Commanding Officer for the Training Battalion with responsibilities for Adult Training.

He is a Professional Engineer and a member of the Jamaica Institution of Engineers. He is currently the Chairman of the Board of Governors for the Marlie Mount Primary and Infant School, Vice President of the JPSCo Managers’ Association and Executive Associate Member of the Jamaica Officer’s Club 

Oswald received his education from the University of Technology (Jamaica) and Florida International University (USA). He holds the following qualifications, a Bachelor’s Degree in Electrical Engineering, a MBA in International Business, majoring in Logistic and finance, a Masters’ and a Doctoral Degree in Leadership & Ministry. His current academic interest is in the field of Technical Vocational Education and Training (TVET).

He holds the following Certifications; Level IV (Assessor) Certificate from the HEART TRUST NSTA, Certification in Training Session Planning & Delivery from the Vocational Development Institute and a Professional Trainer’s Certificate of Competency (Train the Trainer) from the Delaware State University. Major Smiley is also certified in Project Management by the Project Management Global Institute (Jamaica).

Major Smiley is a Justice of the Peace for the Parish of St. Catherine.

LEGISLATIVE CHAIRPERSON - SUZANNE T. SCARLETT, PSP 

Suzanne is currently the Safety & Security Manager for HEART Trust/NTA having the overarching responsibility for the safety and security for staff, trainees, visitors and company assets island-wide. Her professional experience began in 1987 at the Lands Department a division of the Ministry of Agriculture where she was a Land Title Clerk. After spending three years with that government ministry she moved onto Cable & Wireless Jamaica in April 1991 where she spent twelve years conducting technical investigations and performing risk management assessments.

In 2004 she made the transition to the Shipping Industry where she gained expert knowledge in Port Security traveling to various countries and becoming very active on several committees within the industry. During that time she became an IMO certified trainer and a lecturer on the Port Facility Security Officer certification course. Two of her greatest accomplishments while on the port were to write Security Plans for nine ports locally and regionally and to coordinate the first simulation exercise in the region involving a large cargo vessel and aircraft.

Suzanne recently completed her Law Degree from the University of the West Indies and entered the Norman Manley Law School. She is the holder of a Masters Degree in Computer Based Management Information System and a Bachelors Degree in Business Administration from the University of the West Indies, Mona. She is also a certified Occupational Safety and Health (OSH) Professional and a certified Emergency Medical Technician (EMT).

She proudly wears the Physical Security Professional (PSP) designation from ASIS International and is the Legislative Chairperson for the Jamaica chapter.

She is single and the mother of one child, Matthew.

MEMBERSHIP COMMITTEE CHAIRMAN - COURTNEY ANTHONY WALLACE, CPP, PSP 

Mr. Courtney Wallace currently holds the position of Key Account/Standards Manager at Eclectic Security Services Limited with responsibility for the Appleton New Yarmouth Estate and Roger Clarke High School locations.

He is a former Warrant Officer Class 2 (WO2) in the Jamaica Defense Force National Reserve (3JR NR) and was appointed Company Sergeant Major. Throughout his thirty-six years of service to the Military, he has been decorated 7 times, earning the Medal of Honor (MOH) for Efficient Service in 1995 and the 1 st 2 nd 3 rd 4 th & 5th Bars to the MOH for Efficient Service in 2001,2007 & 2012, 2015, 2019 and the Queen Diamond Jubilee Medal in 2012.

Prior to joining Eclectic Security Services on May 1, 2015, he served as Loss Prevention Coordinator for J Wray and Nephew a large agro-industrial conglomerate. His postings include Appleton Estate (2013 - 2015), Aviation Security Coordinator for AJAS Limited MBJ / NMIA (2010 - 2013), Security Coordinator for Seawind Key Investment Limited/Secrets Hotel (2007 - 2010) and Ground Security Coordinator assigned to Air Jamaica at the Norman Manley International Airport, NMIA (2003 -2006).

Mr. Wallace holds the Certified Protection Professional (CPP) and Physical Security Professional (PSP) Certifications from ASIS International and a Certificate in Public Speaking and Speech Writing from the University of the West Indies (UWI) School of Continuing Studies.

SERGEANT AT ARMS - ANDREW WITHAM

Andrew was born in London and is an alumnus of the Coopers’ Company’s Grammar School established in 1536, one of the London Livery Company schools. He has held senior management positions in companies such as Toshiba, Johnson & Johnson and ComTel (now Virgin Media) in the UK. Concurrently he served for 16 years as a Special Constable with Hampshire, Thames Valley and Staffordshire Police Forces, and was awarded the Queen’s Medal for Long Service and Good Conduct. In 1998 he migrated on marriage to California and was soon employed by the City of Redding Police Department as a Community Service Officer, including supplemental roles as a Crime Scene Investigator and Traffic Collision Reconstructionist. Other roles in California included Campus Safety Officer, and armed law enforcement role, at the University of the Pacific McGeorge School of Law. Here he completed specialist training in areas such as Active Shooter Response and certified as a School Liaison Officer under California Police Officer Standards & Training. Living in a remote California community, he served for six years as a member of his local volunteer fire department as a fire-fighter / EMT. He is also a licensed Amateur Radio (Ham) operator with particular emphasis on disaster communications.

In 2013, he migrated to Jamaica taking up his current position of Post Security Manager at the British High Commission (Embassy) in Kingston, which includes Fire Safety Manager and Transport Manager. He supports and develops a team of over forty armed static and mobile patrol officers on a 24/7 basis contracted with a major local security company. He manages all life safety systems, fire, incident and bomb alarms, and a wide area VHF digital radio system with repeaters in Kingston and Montego Bay. He manages a fleet of vehicles including soft-skin, armoured and commercial vehicles, and four drivers. In Jamaica he has continued his interest in disaster communication and is a member of the Jamaica Amateur Radio Association (JARA).

He currently holds citizenships from the UK & the USA, and Jamaica.

 

 MENTORSHIP - WAYNE BALLEN, CPP, PCI, PSP

Wayne Ballen is the Group Security Manager at Wisynco Group Ltd, a leading Jamaican distributor and manufacturer.

He previously worked at Caribbean Cement Company Ltd.  for over four years and held the position of Loss Prevention Officer and Health and Safety Officer.  

He is a past member of the Jamaica Constabulary Force where he worked in the area of Intelligence and Operations.  

He is a trained assets protection specialist and has earned the distinguished designations of Professional Certified Investigator (PCI), Physical Security Professional (PSP) and Certified Protection Professional (CPP) with ASIS International. 

He is also a certified Port Facility Security Officer (PFSO).

ASIS COUNCIL REP - MAJOR ANDREW C St. A LAMB, MSc.

Major Andrew LAMB is employed by J Wray and Nephew, a Gruppo Campari company as a Senior Environment Health and Safety (EHS) Specialist assigned to the New Yarmouth Estate Distillery. Here he serves as the resource person for EHS, advising management and staff to ensure compliance with the various EHS regulations and procedures. He previously worked in the Loss Prevention Department at J Wray and Nephew where he was part of the team responsible for brand, personnel, and physical security and emergency response. He has also worked as an operations and intelligence supervisor with the Jamaica Customs Contraband Enforcement Team where he led teams charged with interdicting narcotics, arms/ammunition, and other contraband at the island’s ports of entry.

Major Lamb has served as an officer in the Jamaica Defence Force, and held various appointments in the Third, Sixth, and Support Battalions of The Jamaica Regiment (National Reserve) and as a staff officer at Jamaica National Reserve Brigade Headquarters. He has participated in military training exercises in Puerto Rico and the United Kingdom.

Andrew is a graduate of the Buckinghamshire New University in the United Kingdom and holds a Master of Science Degree in Business Continuity, Security and Emergency Management. He is a certified Emergency Medical Technician; holds certifications as both a Business Resilience Manager and Auditor; and is a (ProBoard) certified Industrial Firefighter and Fire Brigade Leader. He has completed the John E Reid Basic and Advanced Courses, several Port and Physical Security, Investigation, Project Management, Environmental, and health and safety courses. Maj LAMB has also completed military professional development courses at the Canadian Army Command and Staff College, and the Defence Academy of the United Kingdom; he is currently a student at the Canadian Joint Command and Staff Course.
