CHAPTER CHAIRMAN AND COUNCIL LIAISON - WARREN SMITH, CPP, PCI, PSP
Warren is an experienced security executive with over 25 years in the industry. He started his career with fraudulent document detection training in 1993 and has held several management roles with Allied Protection, Supreme Ventures and Caymanas Track. He eventually founded The CSI Group of Companies where he is the President and CEO.
Among his proudest career achievements, Warren successfully sat and passed the ASIS International exam that certified him as the first Professional Certified Investigator (PCI) in Jamaica, which he then followed up by also passing the exams to become a board certified Physical Security Professional (PSP) and a Certified Protection Professional (CPP). He has become one of approximately 200 triple certificants worldwide.
In the Jamaican Chapter of ASIS International, Warren has served as the Law Enforcement Liaison, Legislative Chairman, Council Liaison, Vice Chairman and was recently elected to serve as Chapter Chairman for 2020. Warren takes pride in being one of only three Jamaicans to have been granted membership in the ASIS International Council and currently serves as the Certification Liaison in the Security Services Council.
Warren is father to lovely daughters and enjoys reading, travelling and skeet shooting among his hobbies. He is currently pursuing a double Master’s degree in Commerce and Marketing.
CHAPTER VICE CHAIRMAN - WAYNE BALLEN, CPP, PCI, PSP,PFSO
Wayne has been the Security Manager for Caribbean Cement Company Limited/CEMEX Jamaica Limited as well as a Port Facility Security Officer (PFSO) since 2015. Previously he was employed as a Loss Prevention Officer and a Health & Safety Officer.
In 1996 he joined the Jamaica Constabulary Force where he worked in several divisions specializing in Community Relations, Intelligence and Operations. In 2003, he transitioned into private security where he worked as a private investigator then as a member of the diplomatic security team at the United States Embassy in Kingston where he was trained in several areas facilitated by the State Department and other agencies.
He has been an active member of ASIS International since September 12, 2012 and presently serves as Vice Chairman of the Jamaica Chapter. He previously served as Law Enforcement Liaison and Mentorship Chairperson and was instrumental in several successful initiatives. Wayne also lectures on physical security and risk management in the Chapter's PSP candidate preparedness programme.
His areas of expertise are asset protection, stakeholder management and security enterprise risk management. He earned his Physical Security Professional (PSP), Professional Certified Investigator (PCI) and Certified Protection Professional (CPP) designations and on May 7, 2016 became an esteemed member of the exclusive club of Triple Certificants. He is a graduate of Caribbean Regional Drug Law Enforcement Training Centre (REDTRAC).
His leisure moments are enjoyed in reading, doing aerobics, listening to music and participating in Christian Ministries. He is a proud husband and father of five (5) children where he is actively involved in their growth and development.
CHAPTER TREASURER - IAN C. ROBERTS, PSP
Ian has over sixteen (16) years’ experience in security operations including three years with the Military Intelligence Unit of the Jamaica Defense Force (JDF)
He moved into the private sector, where he has been serving in Security Management, for the past thirty five (35) years during which time he has provided close protection services to a number of VIPs.
Ian is the Managing Director of Developing Asset Protection Strategies, (DAPS) a security consulting firm, since 2005. He currently does security consultancy for a number of companies around the country, and abroad.
He is the recipient of the “Medal of Honour”, General Service, for his work with the United States Military Forces during the Caribbean Peacekeeping Operations carried out in Grenada in 1984, as well as the recipient of a similar award for his sterling contribution made during the operation “Uphold and Maintain Democracy” carried out in Haiti (1994) with the Caricom Battalion and the US (10th Mountain Division) Multinational Forces.
He has been a member of ASIS International since November 2005 and has served in the position of Chapter Secretary, earning him the Chairman’s Award in November 2011.
Ian is married with two children, enjoys a good challenge in a pistol shooting match, loves to play the trumpet, travelling and meeting people.
CHAPTER SECRETARY AND NEWSLETTER EDITOR - CARLOS A. ST. C. PIPHER, B Sc. (Hons), CPP, PSP
Carlos is a graduate of Vere Technical High school.
He joined the Jamaica Defence Force (JDF) where he served as an Air Traffic Controller (ATC) and as a Signals Instructor. He was the Regimental Signals Detachment Commander (RSDC) for the JDF contingent that was deployed to Trinidad & Tobago after the coup attempt. Carlos has done special operations training in the Caribbean with US Special Forces, Central America with Royal Signal Corps and at the Infantry Training Centre (ITC) Signal Wing, Warminster and Wales, United Kingdom.
He was the senior non-commissioned officer in charge of the Force Radio Room, Permanent Staff Instructor (PSI) attached to the 3rd Battalion and manager for the Private Branch Exchange and staff (PBX) in Up Park Camp. He is the recipient of the Medal of Honour for Long Service and Good Conduct and HRH Queen Elizabeth 2 Diamond Jubilee medal.
Carlos was seconded from the JDF to the Port Authority of Jamaica (PAJ) as a Security Surveillance Coordinator. He decided to formalize his security experience and enrolled at the Caribbean Maritime University (CMU) where he made the Dean’s honour roll and graduated with a BSc. (Hons) in Security Administration and Management. He is now employed to the PAJ in the Security Division.
He became a member of ASIS International in 2017 and holds two internationally acclaimed certifications; Certified Protection Professional (CPP) and Physical Security Professional (PSP). In 2019 he was invited by ASIS Professional Certification Board (PCB) to be a member of a select panel to review the CPP body of knowledge. He is the chapter secretary and editor for the “Informer” the chapter’s newsletter.
His hobbies are writing, reading, travelling, internet surfing, local and international affairs, jogging, adventure, reggae music and word games.
PROGRAMME CHAIRPERSON – CAPT. (Ret'd) BASIL ANTHONY BEWRY, CPP, PCI, PSP
Basil is a graduate of the Royal Military Academy, Sandhurst, United Kingdom. He served in the Jamaica Defence Force (JDF) as an Army Officer in the Infantry, Military Police and Military Intelligence Unit and during his eleven (11) years of service was awarded the Medal of Honour, General Service for his work with US Army Intelligence during the Caribbean Peacekeeping Operations in Grenada in 1983-84. Following his retirement from the JDF in 1988, he joined Atlas Protection (Ocho Rios) Limited as its Regional Manager and served as Managing Director from 1991 to 2014.
In 1999 Capt. Bewry received a Diploma in Forensic Psychophysiology from the world renown Backster School of Lie Detection in San Diego, California and successfully completed the John E. Reid & Associates’ Course in Advanced Interviewing and Interrogation Techniques in 2001. As a result of the growing demand for his investigative skills and success in combatting white-collar crime, he established Forensic Polygraph Services in 2002. He currently uses one of the latest computerized polygraph instruments from Lafayette Instruments, the LX5000, and has to-date administered over 9,000 polygraph tests.
Capt. Bewry has been a member of ASIS International since 2005 and is the recipient of its internationally recognized Certified Protection Professional (CPP), Professional Certified Investigator (PCI) and Physical Security Professional (PSP) designations. He is the Program Chairperson of the Jamaica Chapter having previously held the position of Chapter Chairman in 2005 - 2008 and 2012 - 2019. He is also an Associate Member of the American Polygraph Association, a Founding Member of the Jamaica Polygraph Association and a Member of the Human Resource Management Association of Jamaica. He is married with 4 children and lists his hobbies as reading, playing dominoes, sudoku and meeting interesting people.
ASIS FOUNDATION LIAISON - DAVID CROOKS, PSP
David's career began as an Infantry Officer in the Jamaica Defence Force (JDF) in 1972. He has garnered experience and training from the JDF, The Royal Military Academy - Sandhurst, England, ASIS International, University of Delaware and HEART Trust.
He is a highly motivated industrial security professional with over 40 years’ experience including numerous leadership positions in several companies in the industry. He has a track record of successful Security Ownership and Management and has served as Owner/Chief Executive Officer for Security Specialists, Vanguard Security, Securicom Limited and K Narc Detection Services. He is currently CEO of AIM Security Limited and Security Consultant to Cost Club Limited, BASHCO Trading Company and the 100 Casino. He has also served in the capacity of Security Consultant to Alcan and Alcoa Minerals of Jamaica, and as a Firearm Instructor and Certifying Officer. Over the life of his career he has been responsible for recruiting, vetting, training, employing and managing several hundred security guards.
CERTIFICATION CHAIRPERSON - MICHAEL JACKSON, CPP, PCI, PSP
Michael joined Hawkeye Electronic Security Limited as a security officer and during his twenty two (22) years of service his attitude to work has elevated him into a managerial position.
He joined ASIS International on September 27, 2013 and since then has become a triple certificant being the recipient of its internationally recognized Certified Protection Professional (CPP), Professional Certified Investigator (PCI) and Physical Security Professional (PSP) designations. He is the current Program Chairman of the Jamaica Chapter having previously held the position of Membership Chairman in 2015 – 2016.
He is a Member of the Jamaica Rifle Association. His hobbies are traveling, playing dominoes, Competitive pistol shooting and reading.
CHAPTER WEBMASTER - CAPT. (ret'd) JOHN B. RICHARDS, B.Sc (Hons), Dip MS, MBA (Hons), CPP, PCI, PSP
John attended Munro College before studying at the University of the West Indies (UWI) where he got his degree in Natural Sciences in 1980. He returned to Munro to teach biology and agricultural science for one year and joined the Jamaica Defense Force (JDF) from 1981-1990, attaining the rank of Captain.
During this time he returned to UWI to do a two year post graduate diploma which he completed in 1988.
On retiring from the JDF he worked with GraceKennedy Ltd at the Kingston Container Terminal at Port Bustamante for ten years, firstly as Security and Safety Manager for five years and then as Quality and Training Manager. During this time he attended Barry University where he received his MBA in 1995.
He joined the Jamaica Broilers Group in May 2000 where he continues to serve as the Group Security Executive.
He has served as Vice Chairman and Chairman for the ASIS Jamaica chapter on a number of occasions.
John is Jamaica's first triple certificant, having attained all three ASIS certifications - the Certified Protection Professional (CPP), the Physical Security Professional (PSP) and the Professional Certified Investigator (PCI).
He has attended a number of professional development courses and has made security and safety presentations both locally and overseas.
His hobbies include cycling, hiking, photography, reading and building gaming computers.
John is married with four children.
LEGISLATIVE CHAIRPERSON - SUZANNE T. SCARLETT, PSP
Suzanne is currently the Safety & Security Manager for HEART Trust/NTA having the overarching responsibility for the safety and security for staff, trainees, visitors and company assets island-wide. Her professional experience began in 1987 at the Lands Department a division of the Ministry of Agriculture where she was a Land Title Clerk. After spending three years with that government ministry she moved onto Cable & Wireless Jamaica in April 1991 where she spent twelve years conducting technical investigations and performing risk management assessments.
In 2004 she made the transition to the Shipping Industry where she gained expert knowledge in Port Security traveling to various countries and becoming very active on several committees within the industry. During that time she became an IMO certified trainer and a lecturer on the Port Facility Security Officer certification course. Two of her greatest accomplishments while on the port were to write Security Plans for nine ports locally and regionally and to coordinate the first simulation exercise in the region involving a large cargo vessel and aircraft.
Suzanne recently completed her Law Degree from the University of the West Indies and entered the Norman Manley Law School. She is the holder of a Masters Degree in Computer Based Management Information System and a Bachelors Degree in Business Administration from the University of the West Indies, Mona. She is also a certified Occupational Safety and Health (OSH) Professional and a certified Emergency Medical Technician (EMT).
She proudly wears the Physical Security Professional (PSP) designation from ASIS International and is the Legislative Chairperson for the Jamaica chapter.
She is single and the mother of one child, Matthew.
MEMBERSHIP COMMITTEE CHAIRMAN - COURTNEY ANTHONY WALLACE, CPP, PSP
Courtney currently holds the position of Key Account/Standards Manager at Eclectic Security Services Limited. He is assigned to Campari, with responsibility for their Appleton, Holland and New Yarmouth estates.
He is a former member of the Jamaica National Reserve and attained the rank of Warrant Officer Class 2. Throughout his thirty-six years of service to the Military, he has been decorated 7 times, earning the Medal of Honor (MOH) for Efficient Service in 1995, with five bars awarded in 2001, 2007 & 2012, 2015 and 2019. Additionally, he was awarded the Queen Diamond Jubilee Medal in 2012.
Prior to joining Eclectic Security Services on May 1, 2015, he served as Loss Prevention Coordinator for J Wray & Nephew (a major agri-business) locations at Appleton Estate (2013 -2015), Aviation Security Coordinator for AJAS Limited at both international airports (2010 - 2013), Security Coordinator for Seawind Key Investment Limited/ Secrets Hotel (2007 - 2010) and Ground Security Coordinator assigned to Air Jamaica – at the Norman Manley International airport (2003 -2006).
Mr. Wallace holds the Certified Protection Professional (CPP) and Physical Security Professional (PSP) Certifications from ASIS International. He earned a Certificate in Public Speaking and Speech Writing from the UWI School of Continuing Studies, a National Training Course certificate on the Control of Legal Trade and Prevention of Illicit Trafficking in Firearms, Ammunition and Explosives and Certificates in Environmental Stewardship Management, Aviation Ground Security , Detection of Fraudulent Document and Impostors Identification and Supervisory Management from the University of the West Indies.
MILITARY LIAISON CHAIRMAN - COLONEL (COL) MURPHY GEORGE PRYCE, JP, MSc (Ed), MMAS, MSc (OESH), MSc, BSc (Hons), PMP, psc
Murphy was born in Kingston, Jamaica. He attended Wolmers and then St. Georges College. After leaving high school in July 1995, he enlisted directly into the Jamaica Defence Force.
In 1996 he attended a Commissioning Course at the Royal Military Academy – Sandhurst, UK, and received a Queen’s Commission in the rank of Second Lieutenant in the JDF. Since enlisting in the JDF, Col Pryce has received extensive training, and graduated from many prestigious institutions. He is a graduate of the Defence Intelligence and Security School, Chicksands, UK; Caribbean Junior Command and Staff College, Jamaica; US Army Military Police School, Fort Leonard Wood, USA; the US Army Training Center at Fort Benning, Georgia, USA; and the US Army Command and General Staff College, Fort Leavenworth, Kansas. He is also an alumnus of the William J Perry Centre for Hemispheric Defense Studies, National Defense University having completed the Caribbean Defense and Security Course.
Col Pryce was a member of the International Military Advisory and Training Team - Sierra Leone (IMATT-SL) over the period 2007 to 2008. He also served for two years (2012-2014) as the Military Affairs Specialist at CARICOM’s Implementation Agency for Crime and Security (IMPACS) in the Republic of Trinidad and Tobago.
Col Pryce has a vast array of experiences in the field of training having served as Recruit Training Officer and Non-Commissioned Officers’ Cadre Training Officer. He was the Detachment Commander for the JDF’s Military Training Wing (now Caribbean Infantry Training Center). As Detachment Commander, he had direct responsibility and oversight for the training and professional development of all recruits, Non-Commissioned Officers (NCOs) and Young Officers in the JDF. In 2010 he was seconded to the Canadian Forces as a Directing Staff at the Junior Command and Staff Course, Nova Scotia. He also served as a member of staff at the Caribbean Junior Command and Staff College, initially as a Directing Staff and then as the Standards Officer. During this time, he coordinated and instructed on various leadership courses.
Col Pryce has a Bachelor’s degree and four Master’s degrees. His areas of study include: a Bachelor of Science in Human Resource Management; Master of Science in National Security and Strategic Studies; Master of Science in Occupational, Environmental, Safety and Health; Master of Military Arts and Science (Strategic Studies); and, Master of Science Adult, Occupational and Continuing Education. His current academic interest is in the field of Technical Vocational Education and Training (TVET). He is holds a Level IV (Assessor) Certificate from the Vocational Training Development Institute (VTDI), Jamaica. He also underwent his Train-the-Trainer certification at the VTDI. Col Pryce has been a certified Project Management Professional (PMP) since 2016.
Col Pryce is a Justice of the Peace, and the recipient of the Medal for Meritorious Service, as well as the Medal of Honour for General Service.
He is married to Anazieke, and their union has produced two daughters, Victoria Isabelle (VIP) and Michelle Vanessa (MVP). He enjoys listening to music, playing spades, dominoes, chess and most sports.
SERGEANT AT ARMS - ANDREW WITHAM,
Andrew was born in London and is an alumnus of the Coopers’ Company’s Grammar School established in 1536, one of the London Livery Company schools. He has held senior management positions in companies such as Toshiba, Johnson & Johnson and ComTel (now Virgin Media) in the UK. Concurrently he served for 16 years as a Special Constable with Hampshire, Thames Valley and Staffordshire Police Forces, and was awarded the Queen’s Medal for Long Service and Good Conduct. In 1998 he migrated on marriage to California and was soon employed by the City of Redding Police Department as a Community Service Officer, including supplemental roles as a Crime Scene Investigator and Traffic Collision Reconstructionist. Other roles in California included Campus Safety Officer, and armed law enforcement role, at the University of the Pacific McGeorge School of Law. Here he completed specialist training in areas such as Active Shooter Response and certified as a School Liaison Officer under California Police Officer Standards & Training. Living in a remote California community, he served for six years as a member of his local volunteer fire department as a fire-fighter / EMT. He is also a licensed Amateur Radio (Ham) operator with particular emphasis on disaster communications.
In 2013, he migrated to Jamaica taking up his current position of Post Security Manager at the British High Commission (Embassy) in Kingston, which includes Fire Safety Manager and Transport Manager. He supports and develops a team of over forty armed static and mobile patrol officers on a 24/7 basis contracted with a major local security company. He manages all life safety systems, fire, incident and bomb alarms, and a wide area VHF digital radio system with repeaters in Kingston and Montego Bay. He manages a fleet of vehicles including soft-skin, armoured and commercial vehicles, and four drivers. In Jamaica he has continued his interest in disaster communication and is a member of the Jamaica Amateur Radio Association (JARA).
He currently holds dual citizenship from the UK & the USA, and is currently waiting on approval for his application for Jamaican Citizenship.
WOMEN IN SECURITY LIAISON - NICHELLE G. DUNCAN, PSP
Nichelle has been a committed public servant for over 20 years. She started her career as a Fingerprint Technician and was later promoted to oversee the Fingerprint Unit as Senior Fingerprint Technician in the Ministry of Labour and Social Security. In 2011 she joined the Protective Security Unit in the Ministry of National Security as a Safety and Security Inspector and then a Manager at the Firearm Licensing Authority since 2016. She is now a Manager at the Police (Civilian) Oversight Authority
Nichelle holds a Bachelors Degree with double major in Public Administration and Labour and Employment Relations. She is currently pursuing her Masters Degree in National Security and Strategic Management at the University of the West Indies, Mona.
Nichelle earned her PSP Certification and joined the ASIS International family of security professional in 2015. Since then she has been an active member of the ASIS Jamaica Chapter sitting on the Business Management Committee as the Women in Security (WIS) Liaison with primary responsibility to:
Identify and recruit other individuals in the WIS group to join the initiative.
Plan and coordinate WIS social and networking events for the WIS group.
Work with the chapter Program Chair to develop WIS related education sessions (leadership development, career services, etc.)
LAW ENFORCEMENT LIAISON - LESLIE LECKIE
Leslie served in the Jamaica Constabulary Force (JCF) for 27 years and retired from that organization in April 2019 at the rank of Inspector. During his tour in the JCF he served at several formations to include the Operations Branch, Telecommunications Division and the Planning, Research and Development Branch.
Prior to serving in the JCF, he served in the Department of Correctional Services as a Correctional officer.
Mr. Leckie is a qualified Security Management Professional having successfully completed the Level 6 Diploma - Certified Security Management Programme (CSMP) UK.
He is the holder of a Masters in Business Administration as well as a Bachelor of Engineering degree.
PLACEMENT CHAIRPERSON - GARFIELD EVERTON HOGG (Gary), JP, PSP
Gary has over 35 years’ experience in the security industry (national and private security operations) including 14½ years with the Jamaica Defence Force.
For the last 21 years he has been serving in the private sector, where he held the position of Executive Protection Officer to two different Presidents of a financial institution, Assistant Manager Corporate Security and is currently serving as Manager Protective Services at Scotiabank, Jamaica.
He is the recipient of the Medal of Honour, General Service, for his work with the United Nation Peacekeeping Operations carried out in Haiti in 1995. He has been a member of ASIS International since 2016 and a Justice of the Peace since November, 2017.
Gary is married to Suzette and has two children.
He is an avid supporter of the game of cricket.
Gary takes his roles and responsibilities very seriously. Being a ‘people person’, a good day for him is one where he assists someone in getting through a situation or accomplishing a task.
MENTORSHIP PROGRAMME CHAIRPERSON - PETER A. HALL MMI, BSc, PCI, AVSEC PM
Peter is Chief Operating Officer & Security Manager & Ground Transportation Manager of MBJ Airports Limited, the largest International Airport in Jamaica with a throughput of approximately 5 million passengers per annum. MBJ Airports Limited “MBJ”, is the operator of Sangster International Airport (SIA) in Montego Bay.
In 2016 Peter assumed the responsibility as Chief Operating Officer. He is accountable for the day to day operations of SIA, including direct responsibilities for the Security & Ground Transportation Department, the Environmental, Emergency Response Services, Operations Department, Customer Services and Safety, in all Airside, Landside, and Terminal areas.
In 2008 he was the Security & Ground Transportation Manager. His responsibilities included management of the Security Programme for the airport in entirety, providing oversight for all Security Contractors, Ground Transportation and other related service providers.
He was the principal point of contact with local and external regulators for all security & emergency planning matters.
He received his education from Concordia University, the University of Phoenix and Northern Caribbean University.
He is a Professional Certified Investigator and is fluent in English, Japanese, German, Spanish and dabbles in Mandarin.
YOUNG PROFESSIONALS LIAISON - KADAIA MORRIS
In her professional career, Kadaia transitioned from being an early childhood facilitator into the security industry and is now the Human Resource, Training and Administration Manager for The CSI Group of Companies located in St. James, Jamaica.
She is a certified and registered Trainer with both the Private Security Regulation Authority as well as with the Heart Trust NTA and successfully completed her Train the Trainer coursework with Delaware State University.
Kadaia has completed the John E. Reid and associates course, held locally, and proudly uses her newly acquired hiring and interviewing techniques during her daily tasks.
As a certified Safety Officer, she regularly uses the training provided by the Institute of Occupational Safety and Health to conduct job safety analysis at various client locations to ensure the policies and procedures are in place to satisfy international legal and regulatory standards and best practices.
Kadaia is currently preparing to sit the Professional Certified Investigator (PCI) examination and intends to use her vast network to encourage and facilitate growth with the Young Professional demographic.
ASSISTANT REGIONAL VICE PRESIDENT (EX OFICIO MEMBER) - CAPT (Ret'd) GARTH A. GRAY, CPP, PCI, PSP
Garth is one of three Assistant Regional Vice Presidents (ARVP) for Region 7B. He is responsible for chapters in Jamaica, The Bahamas and The Dutch Caribbean. Having joined the Jamaica Chapter in 2017, he was elected Vice Chairman in Jan 2018, then appointed ARVP in Jan 2019.
Captain Gray has been in security all his life. He has 9 years of military experience with the Regular Jamaica Defence Force (JDF) and a further 4 years in the JDF National Reserves. He has been with the Guardsman Group for the past 15 years, where he has held executive roles as General Manager Guardsman Armoured Limited, General Manager Guardsman Communications Limited and presently holds the position of General Manager for Guardsman Security Limited.
In 2 years Garth attained the coveted ‘Triple Certification’, passing the PSP in May 2017, the PCI in May 2018 and the CPP in May 2019. His passion lies in training/teaching and as such, he enjoys being the Chief Instructor for the Jamaica Chapter’s popular PSP Review Course, where the most recent pass rate was 75%.Garth hopes to impact the security industry in Jamaica and across the region by championing a strategic approach to risk management and the integrated approach to security solutions.
He is happily married with one 10 year old son and enjoys sport shooting and classic cars.
